IOUs.
The victims of radiation contamination, including uranium miners,
atomic test-site participants and downwinders who qualify for
compassionate payments under the Radiation Exposure Compensation
Act (RECA) are not receiving their payments, but instead are
receiving IOUs from the US Government.
In addition the US Justice Department is violating the provisions
of the amendments to RECA, passed by US Congress last year,
to issue implementing regulations within 180 days of passage
of the law. THE 180 DAYS HAS NOW PASSED AND STILL THERE ARE
NO IMPLEMENTING REGULATIONS FROM THE JUSTICE DEPARTMENT.
Therefore, I strongly urge the United States Congress to replenish
the RECA Trust Fund immediately and to order the US Dept. of
Justice to issue the regulations called for by the RECA amendment
legislation of 2000.
